        <description>&lt;p&gt;Arch Portal experienced an unexpected 23 minute outage. This outage was caused
by defects we have been tracking and actively improving since the more
substantial October 9 Arch portal outage. The improved speed of response
reflects investments into monitoring and tooling after 10/9. Even more
infrastructure improvements to eliminate this class of issue are expected to be
delivered within the next 2 weeks.&lt;/p&gt;
